The Punjab State Electricity Regulatory Commission (PSERC) on July 24, 2026, issued the Punjab State Electricity Regulatory Commission (Conduct of Business) (9th Amendment) Regulations, 2026, further to amend the Punjab State Electricity Regulatory Commission (Conduct of Business) Regulations, 2005.
These Regulations shall come into force from July 25, 2026.
The following has been stated:
• The amendments require petitions, review petitions and interlocutory applications (IAs) to be submitted in seven hard copies, along with soft copies in MS Word and PDF formats through the Commission's official email. Petitioners must also submit proof of fee payment electronically and ensure petitions contain a detailed synopsis, chronology of events, fee calculation, legal grounds, relief sought, supporting documents, delay explanations (where applicable), and comply with the prescribed formatting requirements. The amendments also require all affected parties to be impleaded and mandate service of interim relief petitions along with supporting documents to the opposite parties.
• Additionally, the amendments introduce new provisions regarding the service of notices and communications. Where a petition is filed without a counsel, notices sent by registered post or electronic means to the address or email provided by the petitioner shall be deemed to have been duly served. In cases where a counsel represents the petitioner, service of notice on the counsel will be treated as sufficient service on the party. Petitioners are also required to inform the Commission of any change in address by filing an Interlocutory Application (IA) along with the prescribed fee.
